Project Manager, Market and Community Support
REAP
Albany Office
NYSERDA seeks a team player to join REAP’s Market and Community Support Group. The position is in our Workforce Development and Training program and is being created to help develop, implement and market clean energy and energy efficiency workforce training initiatives. The individual may also assist the Market and Community Support Group with other residential program initiatives.
The Project Manager’s primary responsibilities will be:
- Workforce project development, implementation and marketing
- Assist with developing, implementing and marketing new solicitations and training partnership agreements
- Assist with assessing the demand and need for training across the state, by sector and technology area
- Develop new web content for workforce initiatives
- Coordinating with other NYSERDA, State and Federal Programs
- Attend meetings and make presentations to represent NYSERDA
Required minimum qualifications an individual must possess include:
- Excellent public speaking, writing and computer skills
- Problem solving and creativity
- Experience with collaborating with other State and national energy programs preferred
- Experience in designing, implementing or evaluating energy efficiency programs preferred
- Training and experience in workforce training, energy efficiency or renewable energy a plus

- A Bachelor’s degree in Public Administration, Political Science, Engineering, Environmental Sciences, Business or a related degree or
- An unrelated Bachelor’s degree and two years of relevant experience in energy efficiency, adult or higher education, workforce training, or renewable energy, or

Preference will be given to those candidates who possess:

Information Security Officer (ISO)
Albany Office
NYSERDA seeks an individual responsible for the development and delivery of a comprehensive information security program for NYSERDA to ensure the integrity, confidentiality and availability of information technology systems and information. This position is responsible for interacting with external security consultants and ensuring that services are used wisely to address vulnerabilities and remediation.
The ISO’s primary responsibilities will be to:
- Develop and disseminate information security policies, standards and procedures and ensure they are compliant with NYS and industry standards
- Serve as the Authority’s ISO and compliance officer and submit required reports to external agencies
- Coordinate activities with outside service providers (CSCIC, MS-ISAC, and NYSERDA’s security consultant)
- Develop education and training programs on information security and privacy matters for employees, interns and other authorized users of NYSERDA’s information technology systems
- Consult with the IT organization to evaluate and implement effective security technologies and architecture
- Manage and monitor security processes and incident response (for example, identity access management and threat and vulnerability management)
- Develop and implement an ongoing risk assessment program targeting information technology security and privacy matters
- Recommend methods for vulnerability detection and remediation and oversee vulnerability testing
Required minimum qualifications an individual must possess include:
- A minimum of 3 years of related experience as described above
- Certification as Certified Information Systems Security Professional (CISSP) or similar designation is preferred

Project Manager, Advanced Renewable Energy
Albany Office
NYSERDA seeks an independent, creative individual to design and implement programs to increase opportunities for clean, renewable energy companies to site, test and commercialize new, advanced renewable energy generating projects. Program focus will extend from site/resource/project characterization to field demonstration of renewable power generating projects. This position will be responsible for building a portfolio of approximately 40-50 projects that could potentially be used to satisfy New York’s aggressive renewable portfolio standard and long-term climate protection goals using a budget of approximately $30 million over the first 3 years and will likely require an individual to travel up to 20% of the time annually.
The Project Manager’s primary responsibilities will be to:
- Engage with industry stakeholders and assess the status of renewable energy development in New York; evaluate potential for emerging applications for renewable power technologies/projects
- Define the role of NYSERDA in the expansion of renewable energy production capability by designing a program that supports renewable project pre-development activities and demonstration of power conversion/production technologies in New York State so that a diversified portfolio of renewable energy options is available in the next decade. Develop contract vehicles appropriate for the program objectives
- Develop and implement efforts (make written and oral presentations) to increase the awareness of NYSERDA programs to organizations internal and external to New York State. This may include regular communications/stakeholder sessions with local authorities and the public affected by program activities and could possibly require coordination with the Environmental Program area.
- Develop and implement strategies to regularly measure and communicate program results and use that information to make any necessary program changes
- Implement procedures/execute contracts to effectively manage projects, prudently use NYSERDA financial resources and ensure maximum likelihood of success
Required minimum qualifications an individual must possess include:
- 5 years experience in energy research, engineering management and/or product/project development
Preference will be given to those individuals who also possess the following:
- The ability to analyze energy related issues and technologies in physical, political, management and economic terms; and quickly grasp and communicate complex technical concepts to a broad audience.
Minimum educational requirements an individual must possess include:
- A Bachelor’s degree in Engineering, Environmental Sciences, Finance, Economics, or some other closely related technical degree
Preference will be given to those individuals who possess:
- In addition to the Bachelor’s degree in the aforementioned disciplines, a Master’s degree in those disciplines or in Business

Project Managers, Energy Analysis

The New York State Energy Research and Development Authority (NYSERDA) seeks creative, self-motivated, and knowledgeable individuals with quantitative, policy analysis, and/or program evaluation skills to join its Energy Analysis Program as Project Managers.
These positions will report to a Program Manager and the duties will include some or all of the following:
- Assisting program staffs in planning, establishing goals, designing, setting incentives, and tracking progress of activities and outcomes for their program offerings
- Developing and performing objective analyses in support of New York State energy and environmental policies and related issues for State and local government officials and agencies, energy and environmental industry groups, and consumer organizations
- Developing and performing modeling, forecasting, and quantitative analysis of energy issues related to impacts on supply, demand, and pricing of energy, as well as impacts on the environment and the macro-economy
- Providing research and analyses of regulatory filings, Public Service Commission rulings and orders, joint settlement proposals, and procedural conference work products
- Planning and conducting of evaluation activities, assessments, and analyses for NYSERDA-administered programs
- Assisting with Strategic Planning and Corporate Performance Management reporting, including developing goals and tracking of progress
Required minimum qualifications:
Individuals should be able to demonstrate having some or all of the following skills and attributes:
- Understanding of energy, environmental and economic issues facing New York State and the nation
- Technical expertise in quantitative analysis and evaluation of energy issues, efficiency programs, and environmental policies
- Knowledge of energy and environmental regulatory structures
- Familiarity with databases, database management, and spreadsheets
- Experience working in a team environment both as a team leader and active team member
- Strong written and verbal communication and computer skills
- Relevant job experience would be highly valued

Project Manager, Home Performance Programs

The New York State Energy Research and Development Authority (NYSERDA) seeks a Project Manager to work in the Residential Efficiency and Affordability Program (REAP) group. This individual will be a part of the team that administers the low-rise residential market transformation projects. The candidate will coordinate with other national and regional programs and organizations.
The Project Manager’s primary responsibilities will be to:
- Manage projects in coordination with other team members
- Look strategically at the Program and search for insightful, creative solutions for projects related to the low-rise 1-4 family housing market
- Provide database and evaluation support for the Program
- Interact and coordinate with housing advocacy groups, trade organizations and governmental agencies involved in construction and management of residential housing
- Identify specific barriers for implementing policy and services
- Identify program barriers for developing policy for the low-rise residential market
Required minimum qualifications an individual must possess include:
- At least one year of experience managing energy efficiency projects with a proactive and collaborative style that works well in teams
- At least one year of experience providing creative solutions to projects related to the low-rise 1-4 family housing market
- At least one year of experience providing program evaluation support
- Demonstrated ability to develop relationships with key stakeholder groups including new home builders and developers, home improvement contractors, housing advocacy groups, and governmental agencies at the Federal and State level involved in construction and management of residential housing

The Systems Analyst’s primary responsibilities will be to:

- Excellent business/system process skills, problem solving skills (both functional and technical), and communication skills. Ability to work with a diverse group of end users at both a functional/technical level and communicate at a level appropriate to the audience.
- PeopleSoft query and report writing skills (e.g. N-Vision), enabling this person to help analyze data and create ad-hoc reports as needed
- Multi-tasking and work prioritization is a must for this candidate
- Ability to work independently in an office work environment
