NYSERDA seeks an Assistant Project Manager to assist in the administration of New York’s Renewable Portfolio Standard Program (RPS). The New York State Public Service Commission adopted this policy to achieve the goal of increasing the percentage of renewable electric energy sold to New York consumers to at least 25% by 2013 and designated NYSERDA as the central procurement administrator of the program. The successful individual will be involved in a range of activities that support the acquisition of renewable resources including administering competitive solicitations, supporting the development and administration of contracts, project and program-level accounting, and related reporting to internal and external stakeholders, including the Public Service Commission. You will work under the supervision of the Program Manager and engage in assisting project managers to support a program in which current contracts alone are valued at approximately $500 million over 10 years and where public/regulatory oversight and reporting is extensive.
The Assistant Project Manager’s primary responsibilities will be to:
- Support program execution by assisting in managing compliance with program and contract requirements including certification of resource eligibility and invoice verification
- Assist in the development and management of competitive solicitations and contract packages designed to acquire renewable resources or designed to retain outside consultants
- Assist in the management of outside contractors retained to offer expert advice on program design and execution
- Verify and account for program performance and accomplishments including database/spreadsheet development and maintenance
- Produce reports, work plans and other documents
- Develop and employ efficient/effective office management processes and technology including directing service providers to support outreach, planning, meetings, conferences, and workshops
- Draft/review/edit reports and other program materials
- Interact and collaborate with staff from various NYSERDA program areas as well as staff with other state agencies
- Perform other responsibilities as assigned
Required minimum qualifications an individual must possess include:
- 3 years of experience in project management with a strong emphasis on contract management, reporting on key success metrics, budgeting, reporting, and contract invoicing
- Strong technical writing/editing skills
- The ability to efficiently manage budgets, contracts and the project administration processes
- The ability to establish and maintain relationships with various internal/external stakeholders
- The ability to collect, document, and report on program compliance data and metrics
- The ability to successfully handle multiple projects simultaneously, set priorities and meet deadlines in a fast-paced environment
- Must be detail oriented (work products must exhibit attention to detail and accuracy)
- Superior organizational, time management and interpersonal skills
- Excellent computer and office/technology management skills (Word, Excel, PowerPoint, Access, webinar/web-ex, etc.)
- Must be a self-starter and function well independently and in teams
Minimum educational requirements an individual must possess include:
- A Bachelors degree in finance, economics, business, engineering, environmental science, or a related degree or
- An unrelated degree with 5 years of relevant experience as described above
Preference will be given to those individuals who possess an advanced degree and/or experience in areas such as energy pricing, energy marketing, energy contracting, and renewable energy markets.
Salary

IT Administrator
Albany Office
NYSERDA seeks a Windows network server administrator to implement storage on VMWare with strong programming skills for network systems automation.
The IT Administrator’s primary responsibilities will be:
- Specify, install, configure, test, maintain, monitor, and troubleshoot servers used for operations in a medium-sized Windows network
- Handle server configuration management (patching), server support, maintenance contracts, and ensuring system recovery
- Diagnose and resolve Windows network problems involving switching and routing such as VOIP in a Cisco environment and video conferencing protocol failures
- Design, implement and use systems to simplify and streamline the network problem resolution process
- Receive and respond to incoming calls, pages and/or emails regarding PC and/or hardware problems
- Support desktop engineering technicians who are users of network servers for Windows configuration management, anti-virus and encryption
- Create, test and use scripts and tools via PowerShell and the command shell, VBScript, VB .net and Windows batch files to support user and computer management in Active Directory and other configuration management tools
- Support desktop team for network security and configuration management and other report automation
Required minimum qualifications an individual must possess include:
- Two years experience with storage and tape backup systems
- Two years end-user PC and server hardware experience
Preference will be given to those individuals who also possess the following:
- A strong technical knowledge and demonstrable experience with server maintenance, backup systems, VMWare,
VB .NET, VBScript, WMI, WSH and ADSI for Microsoft Windows XP/Vista, Active Directory and Windows automation
- Experience with iSCSI/SAN (NetApp) storage
- A working knowledge of Linux
- Familiarity with PC and server hardware
- MCP and/or MCSE certifications
Minimum educational requirements an individual must possess include:
- A Bachelor’s degree in Computer Science, Information Systems or a related degree or
- An unrelated Bachelor’s degree and 3 years of relevant experience as described above

PEOPLESOFT FUNCTIONAL ANALYST

NYSERDA seeks a Functional Analyst to be a part of a team responsible for PeopleSoft Financials Enterprise Suite 9.0, implemented in April 2009, including the following modules: Strategic Sourcing, Supplier Contract Management, Purchasing, Project Costing, Customer Contracts, Billing, Accounts Receivable, Accounts Payable, Asset Management, General Ledger and Commitment Control. The position will report to the Director of Contract Management and will supervise an assistant analyst.
The Functional Analyst’s primary responsibilities will be to:
- Promptly troubleshoot issues raised by the functional end users and clearly communicate solutions
- Develop technical specification documents and test plans for enhancements and modifications requested by end users
- Design and develop simple queries to meet user report needs
- Coordinate technical and functional activities associated with upgrades, patches and fixes
- Assist with system and integration testing for upgrades, patches and fixes
- Participate in the development and implementation of training programs
- Administer Workflow
Required minimum qualifications an individual must possess include:
- US citizenship or otherwise eligible to work in U.S. NYSERDA does not sponsor applicants for work visas.
- Minimum of 3 years experience providing responsibilities described above for at least one or more of the PeopleSoft Financials product line modules described above - preferably PeopleSoft Purchasing.
- Excellent business/system process aptitude including requirements gathering and analysis skills, and problem solving skills including problem identification, interpretation and resolution.
- Excellent communication skills including written, presentation, listening, interpersonal and team building.
- Ability to work with a diverse group of end users at both a functional and technical level.
- Query development skills; experience with report development (e.g. N-Vision) preferred
- Project management, task prioritization and analytical skills
