State Energy Program (SEP)
The State Energy Program (SEP) provides funds to states from the U.S. Department of Energy (DOE) for the state to support energy efficiency and renewable energy programs and initiatives. On behalf of New York State, the New York State Energy Research and Development Authority (NYSERDA) will administer $123 million to support energy efficiency and renewable energy projects and initiatives under the American Recovery and Reinvestment Act (ARRA). The purpose of SEP funding is to:
- increase energy efficiency to reduce energy costs and consumption for consumers, businesses, and government;
- reduce reliance on imported energy;
- improve the reliability of electricity and fuel supply and the delivery of energy services; and
- reduce the impacts of energy production and use on the environment.
More specifically, activities carried out and results achieved with SEP ARRA funding will be assessed by performance metrics including but not limited to:
- Energy saved (kWh/therms/gallons/Btus/etc.)
- Renewable energy installed capacity and generated
- GHG emissions reduced (CO2 equivalent)
- Energy cost savings
- Funds leveraged
Status of Application
On May 14, 2009, NYSERDA submitted the Comprehensive Application for the State Energy Program to the U.S. Department of Energy. We received approval of our State Energy Program plan on July 2, 2009.
Reports
The State is required to report regularly on the activities carried out with SEP ARRA funding. On a quarterly basis, the State will be required to report on progress in terms of specific activities and amounts of funding obligated and expended. All reports associated with funded efforts will be posted by NYSERDA on its Web site as they become available.

Applications accepted Monday, July 13, 2009 through March 15, 2010 (by 5:00 PM Eastern Time) on a first-come, first-served basis, or until funds are fully committed, whichever occurs first.
Eligibility
Municipal governments, public K-12 schools, Boards of Cooperative Educational Services (BOCES); public universities or colleges (including SUNY, SUNY community colleges, CUNY, and CUNY community colleges), public and private hospitals, and not-for-profits (defined as a Internal Revenue Code Section 501(c)(3) qualifying organization) incorporated prior to February 17, 2009.

Program has been fully allocated and is now closed.

Competitive Solicitation administered with up to four selection rounds, or until funds are fully committed, whichever occurs first.
Proposals Due: First due date for proposals was August 24, 2009. The due date for Round 2 is November 23. 2009. Additional due dates pending remaining funding availability:

Status
NYSERDA has developed this Request for Proposals (RFP) through which $74 million of New York’s allocation of ARRA SEP funds will be awarded for eligible energy conservation projects on a competitive basis. Funds are to be used to implement the following types of energy conservation projects: energy efficiency, renewable energy, and clean fleet.

Proposals for the second round of funding are due November 23, 2009 by 5:00 p.m. Eastern Standard Time. The updated funding levels for Round 2 are included within the RFP 1613 solicitation documents.
RENEWABLE ENERGY FUNDING THROUGH STATE ENERGY PROGRAM

Eligibility
Funding will be provided as a fixed amount in dollars per kW of PV installed. Teams must propose the installation of multiple individual PV systems that when combined are between a minimum block size of 500 kW and a maximum block size of 1,000 kW of PV systems.
Proposing Team Experience At least one (1) company in the Proposing Team must have installation experience in the target market. The Proposing team must also demonstrate that they have installed at least one system equal to the largest system they anticipate installing if selected in this program
