NYSERDA Funds 15 Environmental Research Projects Statewide;
$8.5 Million in Studies of Adirondack Lakes to New York City Air Quality

Albany Mar 10- The New York State Energy Research and Development Authority (NYSERDA) has selected 15 Environmental Monitoring, Evaluation and Protection Program (EMEP) projects valued at more than $8.5 million, with $4 million New York Energy $martSM for co-funding. Each of the co-funded projects contributes data and knowledge to legislators and regulators concerned with energy-related pollution effects on New York State.

Issues including comparative emissions levels of new forms of energy generation, acid rain, fine particle pollution and others will be conducted by universities, government agencies, corporations and environmental groups, including: the University at Albany, E&S Environmental Chemistry, Inc., U.S. Geological Survey, Clarkson University, Wildlife Conservation Society/Adirondack Cooperative Loon Program, Resources for the Future, New York State Department of Environmental Conservation, GE Energy & Environmental Research, Navigant Consulting and Rutgers University.

"NYSERDA support of these 15 cost-shared projects continues our commitment to research environmental issues- related to electricity generation,” said Peter R. Smith, Acting President of NYSERDA. “Since 1998, the EMEP program has provided objective and policy--relevant research to track electricity-related pollutants, assess electricity generation pollution relative to other sources, and develop mitigation strategies to improve environmental quality, while providing the foundation for environmental decision-making by scientists and policymakers.”

Fifty proposals were received, analyzed and ranked by EMEP and a panel of technical experts that recommended funding for the following 15 projects.

Clarkson University - Impact of in-and out-of-state Power Plants on Semivolitile Pollutants in New York State $570,995 total cost with $275,000 NYSERDA matching funds; and $37,129 to conduct a workshop on Incorporation of Receptor Models into Particulate Matter (PM) and Adverse Health Effects Study, with NYSERDA contributing $26,191.

E&S Environmental Chemistry, Inc., Assessment of, Extent to Which, Intensively-Studied Lakes are Representative of the Adirondack Mountain Region, for $1,100,075 with NYSERDA contributing $250,000.

GE Energy & Environmental Research, Fine Particulate Matter Precursor Emissions from Biofuel Combustion and Distributed Generation Sources, $942,432 total with $407,139 matching from NYSERDA.

Navigant Consulting - Analysis of New Pollution-Control Strategy Utilizing Emission-Reduction Credits and Small-Scale Combined Heat and Power Units for $62,500 total with $50,000 contributed by NYSERDA; and, Quantifying the Environmental Benefits of Increased Deployment of Combined Heat and Power Technologies in New York State and the Impact of Proposed Emissions Standards for Small Distributed Generation for $226, 270 total with NYSERDA sharing $170,014 of the cost.

New York State Department of Environmental Conservation - Statewide Strategic Monitoring of Mercury in New York State Fish with NYSERDA funding $432,166 of the total $658,513 cost.

Resources for the Future - Multi-Pollutant Policies for the Electricity Sector and Environmental Quality in the Empire State, $479,320 total cost with NYSERDA contributing $200,000.

Rutgers University - Sampling and Analysis of Organic Components of Particulate Matter in the New York City Area for $428,890 total with a NYSERDA contribution of $228,890.

U.S. Geological Survey - Potential Recovery of Water Chemistry and Stream Biota from Reduced Levels of Acid Deposition at a Sensitive Watershed in the Catskill Mountains, $53,563 total with $25,216 from NYSERDA; and, Quantifying Atmospheric Nitrogen Sources with New Stable Techniques at $509,849 total with $334,264 from NYSERDA; and, Assessment of Chemistry and Benthic Communities in Streams of the Oswegatchie-Black River Basins of the Adirondack Region for $853,517 total with $450,000 from NYSERDA,.

University at Albany, Atmospheric Sciences Research Center - $1,965,558 total for a study of Joint Enhanced Ozone and PM Precursor/Particulate Matter 2.5 Technology Assessment and Characterization Study in New York, with $821,471 contribution from NYSERDA,.

University at Albany - Formation and Transformation of Particles in Motor Engine Exhaust for $337,248 total with $100,000 from NYSERDA.

Wildlife Conservation Society, a $357,050 study Long-term Monitoring and Assessment of Mercury Based on Integrated Sampling Efforts Using the Common Loon, Prey Fish, Water, and Sediment with a match of $213,770 NYSERDA,.
